Section 15
Service conditions and safety standards

(1) When making laws regarding the formation of provincial or local level services, the province or local level shall make the following provisions:-

(b)   To make arrangements for appointment to the posts of state civil service and local service on the recommendation of state public service commission,

(c)   state or Approving the organizational structure and positions in such a way that the employees who are adjusted to the local level service will remain in the position during such adjustment until they retire. Ensuring that the salary is not less than,

(e)  Ensuring that the employees adjusted in the service of the province are potential candidates for promotion to the position of the relevant service, group in the respective province and the office under it. To do,

(f)   To arrange that the employees adjusted to the local level service can be transferred to the local level in the respective province according to the law,

(g) To provide the opportunity of promotion to the service posts of the province or local level through inter-service competition to the employees who have been adjusted in the state or local level service according to this Act,

(h)   Ensuring that the employees appointed under section 9 are potential candidates for promotion to the respective provincial and local service posts,

(j)   Sub-section of section 12 (3) or (6) to make provision for contribution-based retirement benefits in case of employees appointed.

(2) In this ActRegardless of what is written elsewhere, until a law is made regarding the service, conditions and facilities of federal, state and local level employees, the adjustment of the provisions related to the service, conditions and facilities of the employees adjusted according to this Act shall be in accordance with the previous service conditions and facilities.

(3) No law shall be enacted to adversely affect the conditions of service of employees who have been adjusted in accordance with Sections 6 and 7 as per the applicable law at the time of their adjustment.

(4) In accordance with this Act, the employees who have been adjusted from the government service to the state or local level service will be given the opportunity to be promoted to the federal civil service position through inter-service competition as provided in the federal civil service law. Opportunities such as studies, training, seminars, symposiums under the scholarship will be provided to the employees who are adjusted to the service of the province and local level according to this Act based on the need and justification.
